As a Town of Delavan Supervisor, I am aware how our budgets for road repairs have been underfunded. I voted to increase the levy through "debt-to-pay" for much needed repairs of North Shore Drive, Town Hall Rd, Valencia, and other thoroughfares. Under Governor Walker and Republican leadership in the State Legislature, we experienced drastic reductions in state aid. The previous administration imposed restrictions on levy rules and refused to allow us to use hospitality room tax dollars for road repairs. Since we also suffer from a lack of diversity in our funding portfolio, increasing debt is the only option available to municipalities like Delavan. In fact, no other Midwestern state relies so heavily on property taxes and so little on other sources to pay for municipal services.
Our Department of Transportation and other experts have issued reports and recommendations have been put forth; however, no progress has been made toward a long-term funding solution, while Wisconsin falls further behind. Also, the State Legislature's Joint Finance Committee continues to fail all Wisconsin residents by refusing to develop a sustainable plan for roads funding. We must strengthen the transportation infrastructure and fix existing local roads and bridges. I support sustainable transportation.
As of December 2018, almost 700 counties, cities, villages and towns have passed Just Fix It Resolutions. It's time you had a representative who listens to the will of the people and the municipalities she represents.
